As Town Meeting approaches, we have a unique opportunity to turn a local asset into a permanent engine for inclusion. While a general fund appropriation provides a helpful temporary boost, Article 14 creates the structural foundation necessary to sustain Unified Sports and Adaptive Recreation for the long haul.
It is important to recognize that, as of now, there is no dedicated funding mechanism for Unified Sports or Adaptive Recreation programming. Currently, these essential services must compete annually for discretionary dollars. Article 14 corrects this by utilizing the Burbank Ice Arena, a jewel of our community.
Article 14 ensures that revenue generated by this asset is directed toward a dedicated Special Purpose Stabilization Fund. This is “equity by design.” By “fencing off” Burbank revenue, we ensure fiscal integrity, preventing inclusive programming revenue from being cannibalized by unrelated municipal emergencies or absorbed into the general athletics budget. Notably, the funding in question represents less than 1% of the overall budget, yet its impact on the lives of our neighbors is immeasurable.
General fund money is inherently flexible, meaning that when an unexpected emergency or mandate arises, discretionary line items are often the first to be redirected. Article 14 shields our commitment, ensuring that the revenue generated by our local arena can be dedicated to following an underrepresented portion of our community.
This dedicated fund is also vital for the specialized nature of adaptive sports. Equipment like sport-specific wheelchairs or sensory-safe upgrades are “lumpy” capital expenses that rarely fit into a standard “use it or lose it” annual budget. This fund allows the town to act as a proactive steward, accruing capital over multiple years to make high-impact investments for these students and residents without straining the yearly operating budget.
Some may worry that stabilization funds “lock up” money, but thanks to the Massachusetts Acts of 2023, these funds can now be accessed via a simple majority vote at Town Meeting. Article 14 provides the security of a trust fund with the accessibility of a checking account.
Article 14 transforms our commitment to inclusion from a temporary policy into a permanent town pillar. I urge my neighbors to vote Yes on Article 14.
